It would be easy to panic when faced with the possibility of a diphtheria outbreak, but fortunately there were procedures in place and Dr Turner had confidence in his surgery to follow them scrupulously.  One might wonder how a child had managed to escape routine vaccination, but there was no point in dwelling on that blunder and seeking to assign blame.  For now, there were patients who needed urgent treatment; later, lessons could be learned and ways to monitor a moving population could be implemented.  Meanwhile, the hostel needed to be thoroughly fumigated, they could not afford any blunders there.
