The Black Workshop could already make perfect combat automata. Making them look like human children was surprisingly effective at damaging morale. The only thing they lacked was any capacity to act like human childreny.
Codename 'Millium' was the first unit to be built with a simulated child-like personality, with a basic core of general knowledge. 'Altina' was a blank slate, able to develop emotionally if taught.
There were still problems: the engineers kept imprinting upon them and, as they could now make decisions of their own, they sometimes ignored orders. However, for infiltration and espionage missions, they were an improvement.
