Campanella's unsuspecting victims often assume he was joking. He's only a Joker in that he's unpredictable and devastatingly powerful when deployed correctly - when he actually deigns to arrive on the scene, that is. In theory, he's supposed to be an emergency measure in the case that another Anguis has strayed too far from the already loosely defined goals and principles of the Society. Either that, or his presence indicates an objective is of utmost importance to the Grand Master. In practice, Campanella sometimes just turns up to freak people out because it's funny, especially when Gilbert makes that face.
