Letting Garian use his capture field on you in battle is a normal procedure in his team. He's the only Bounty Hunter left in the Agency who even has one. The team finds the last three in Carbon Freeze when they step onto the rock.
Garian's still sane and genetically and quantumly stable. Honest.
Orion doesn't think its normal to be turned on by the process. Something about the feeling of being helpless, of having his life in someone else's hands at such an extreme level, drives him crazy.
He just hopes the rumours about the Bilan DNA aren't true.
