Niles was in the Order's library.
Leo did his best not to frown while keeping his distance. Either Niles was reading up on a subject of his personal interest, on his own, or he'd located a copy of something questionable and Leo didn't want to see it.
Instead, he slipped behind a bookcase, hopefully unseen, to go about his own business. Lysithea had mentioned a section on dragons that he hadn't previously noticed, and he had yet to investigate it.
But Niles had him curious and he supposed he should check up on his retainer...
