“What ‘You need to use the carrot and stick approach’ Watkins?” Ros asked. “What happened?”
“Lucas produced a number of penny-sized carrot pieces, each piece with a description on it. He pushed them round the map he’d drawn using a stick. The minister was not amused.”
Ros laughed. “No, I don’t suppose he was. But I don’t see he can complain. Lucas was just explaining the plan.”
“He can’t, but I had the devil of a job keeping a straight face.”
